<p><font size="3">黑瞎子岛是一块冲积而成的三角洲，面积约327平方公里，距离抚远县城11公里，距离俄罗斯的哈巴罗夫斯克1500米。。 </font></p>
<p><font size="3">中俄在黑瞎子岛的边界争端始于1929年，当时控制东北的张学良不满苏联持续控制在清朝末年由俄罗斯修筑的中国东清铁路（简称中东铁路）以及对铁路沿线数十公里宽地带实施行政和司法管制，驱逐苏联职员夺回铁路控制权。 </font></p>
<p><font size="3">当时由斯大林控制的苏联随即宣布与中国断交，并出兵中国东北。 </font></p>
<p><font size="3">由于苏军武器优于张学良的东北军，中国军队节节败退，东北多个地区失守。 </font></p>
<p><font size="3">1930年，在美国的调停下，张学良与苏联签署停战协议，同意恢复苏联在中东铁路的权益，换取苏联军队撤出中国东北。 </font></p>
<p><font size="3">不过苏军撤出中国后仍坚持占领黑瞎子岛，这一争端直至2005年得到彻底解决。 </font></p>

<p><font size="3">19年前的今天发生的事情，不知道还有多少人记得。在信息封锁之下，随着时间的推移，对事件真相的了解变得越来越困难。</font></p>
<p><font size="3">去年，在国外看到有关19年前那件事情的报道。于是，我决定每年的这个时候要哀悼纪念一下那些不幸死去的人，他们是勇敢的，曾经应该是国家的栋梁。可惜，他们死得太早。</font></p>
<p><font size="3">前一阵，海外华人圈做了一个问卷调查式的帖子，&ldquo;你打算在国外呆多久?&rdquo;，我没有回应。我不想在圈子里公开我的想法，那样又会卷入爱国不爱国的纷争之中。我不想再和别人争论这样的话题了。</font></p>
<p><font size="3">在今天这个特别的日子，我在我自己的博客上回答这个问题。事实上，类似的问题早在1933年就有人回答过了，他当时的心境和我现在所想的一样。以下就是他当时说的话：</font></p>

<p><font size="3">继CCTV拍摄火炬手空手捐款的捐款门事件后，又出现CCTV造假事件：采访绵阳受灾群众安置点午饭情况的时候，安排一个小男孩接受采访。可能到记者要求问饭菜是否合口的时候，小男孩出现，但是镜头到了小男孩的时候，记者还在继续讲，于是被安排接受采访的小男孩往后跑，希望能够在合适的时间接受采访，结果被智商不低的网友揪了出来。注意此视频2分37秒小男孩往后跑，2分45秒也有一男孩往后跑，但却是同一人。</font><br /></p>

<p><font size="3">在面对灾难的时候，我们最需要的是灾区最真实的情况，有困难我们会去帮忙。但是在这种情况下，CCTV一而再，再而三的造假，不知道是在考验民众智商还是准备比拼CNN？连续爆丑闻并不可怕，可怕的是不去面对，不去正视，不去解决这个问题。 <br /><br />　　<b><span style="COLOR: #ff0000">另据网友爆料：</span></b> <br /><br />　　<span style="COLOR: #ff0000">刚才中央新闻台的采访灾区 </span><br /><br />　　一个记者在灾区跟演播室连线采访，记者先是介绍了当地的良好状况。正好当地人们都在帐篷周围吃饭，那个记者就拿着话筒采访一个小孩：&ldquo;孩子，这些饭好吃不好吃&rdquo;，那个小孩毫不含糊的说：&ldquo;不好吃&rdquo;。旁边好像小孩妈妈的母亲赶紧说&ldquo;好吃，好吃&rdquo;，记者尴尬的笑，拿着话筒对着电视说&ldquo;这个小孩说不好吃，原因是这样的，他们吃的是他们这里自己种的。。。。。。。&rdquo;，后面实在不想再听了。 <br /><br /><span style="COLOR: #ff0000">　　还是主持人赵普当时说得对:&ldquo;好吃就是好吃，不好吃就是不好吃。不是妈妈的手艺不好，而是的确没有好吃的东西，希望以后的日子会好起来&hellip;&hellip;&rdquo;</span> <br /><br />　　的确，面对困难我们是解决的，而不是只是让前线记者站在酒店中报告灾区一切完好的。更不是出现问题后都说查无此事的。希望灾区人民能够幸福，希望灾区人民被问到饭菜怎么样的时候，不是找个托来说句好，而是实实在在的好。 <br /><br />　　<b><span style="COLOR: #ff0000">CCTV造假大腕版：</span> </b><br /><br />　　<font color="#cc0000">一定要选最好的黄金时段，雇朝鲜摄影师，要拍就得拍最感人的故事，主角直接是书记，群众至少也得400个人，什么大米呀、衣服呀、能给他送的全给他送去（反正都是他们的纳的税买的），再选一个下雨天气，路上全身稀泥，门口站一群灾民，穿一身破衣服，特寒酸的那种。书记一进门，甭管感不感动都得跟流着泪跟人家说：&ldquo;感谢政府，感谢人民的好书记&rdquo;一口地道的奴才腔，倍儿有面子，车上再冒雨搬运救济物资，眼睛要用催泪剂，一会光纸巾就得用好几包，再搞一个握手场面，24小时握着，就两个字：感人，光胶卷都得花万八千，周围的灾民不是端茶水的，就是递板凳的，你要是光站着看，你都不好跟领导打招呼，.....你说这样的新闻应该放那里播呀？ <br /></font><br />　　------我觉得这么也得放在省电视台播吧。省电视台？那只是转播，CCTV起，你别嫌贵，还不打折。你得研究拍摄者的拍摄心里，凡是愿意花这么大血本拍摄的的人，根本不在乎多掏几十万。知道什么叫NB新闻，知道吗？NB新闻就是拍什么新闻不拍最真实的，就拍最煽情的！所以我们拍新闻的口号就是<font color="#6633cc">：&ldquo;不求最真实，但求最煽情！&rdquo;</font></font></p>

</p><p><b>四川汶川的大部分学校在地震中倒塌，但是一些由香港慈善机构监督建造的学校却屹立不倒。</b> 
</p><p>成千上万的学生被压在学校废墟中，建筑物的质量问题引起人们的关注。 
</p><p>香港苗圃行动在四川南部资助监督建造了61所学校，其中有6所位于震央附近，它们没有倒塌，也没出现伤亡。 
</p><p>该机构义务总干事梁建华接受B B C 中 文 部 采访时表示，这6所学校包括3所正在建设当中的和3所已经建好可以使用的。 </p>

<p><b>严格要求</b> 
</p><p>谈到为什么他们资助的学校没有倒塌，而绝大部分中国内地建造的学校却夷为平地，梁建华没有正面回答。 
</p><p>他指出，不同年代的建筑有不同的抗震要求，苗圃行动资助的学校大部分是在2000年以后建造的。 
</p><p>在出钱建造学校时，苗圃行动要求由县一级以上的设计院设计学校，建筑蓝图再交由香港认可的工程师检验。 
</p><p>在学校建好之后，还需要当地县一级的部门以及香港派去的义工一起进行验收。 
</p><p>他说：&quot;从电视新闻中看到的倒塌的学校应该是在1980或1990年代建设的，当时的抗震要求没有2000年以后那么高。&quot; 
</p><p><b>抗震设计</b> 
</p><p>中国建设部早在1978年就颁布了《建筑抗震设计规范》。 
</p><p>当中列明：&quot;当遭受高于本地区抗震设防烈度预估的罕遇地震影响时，不至于倒塌或发生危及生命的严重破坏。&quot; 
</p><p>据悉这次地震的重灾区中北川、汶川、绵竹、茂县和都江堰属于7度设防，九寨沟、平武、松潘和文县属于8度设防。 
</p><p>深圳建筑业人士林绿野投书B B C 中 文 部 表示，那些1978年以后建设的建筑物，至少应该在这次地震中不至于彻底倒塌。 
</p><p>他指出：&quot;北川中学教学主楼是在1996建设的，在这次地震中被夷为平地。问题就出在偷工减料，出在官商勾结的政治腐败。&quot; </p>

</p><p><font size="3">说起捐款，就想说两则故事。一则是新闻里报道的故事，一则是朋友的故事。 </font>
</p><p><font size="3">其一，5月15日中午12点，南京江宁区东新南路的一个地震募捐点，一名60多岁的男人，头发花白，衣裤破烂，手上拿着讨饭碗。哆哆嗦嗦从口袋掏出5元，放进了募捐箱，低声念叨了一句：&quot;为灾区人民&hellip;&hellip;&quot;工作人员还没反应过来，他转身就离去了，望者他步履蹒跚而渐行渐远的背影，工作人员掉下眼泪。下午3点，那位乞丐再次出现，他掏出100元，塞进了募捐箱。工作人员赶紧上前问他的情况，他国语说得很差，工作人员好不容易才明白，他叫徐超，中午本想多捐点，但身上都是讨来的零碎钱，不好意思捐，也担心会给志愿者添麻烦，后来凑了个数，去银行排队兑换了一张100元纸币，现在又来捐钱。他说，过去的八天就在街上要了这一百多元，看到灾区人民困难就来捐了。据在场的保安说，他常在附近乞讨，平时都看不到他吃什么好东西。4天后，他第三次前去捐款，这次是339.01元，据说这是他全部的积蓄。看来，如果评选2008年感动中国人物，他应该是候选人之一了。 </font>
</p><p><font size="3">其二，5月13日早晨，身在新疆石河子市的上海人沈峰和妻子说着地震捐款的事。他俩一边算账，一边商议，家里只有300元，加上刚收到的稿费一共不到1000元，翌日要交孩子5月至7月的幼儿园入托费1290元，看来要动用孩子过年时的压岁钱了。他妻子说：&quot;眼下我们是困难些，但灾区人困难更大，我们有多大力就出多大力，一家三口每人捐款10元吧。&quot;当天下午，夫妇俩去子午路邮局将30元钱汇往四川省红十字会。走出邮局，他妻子说，众人拾柴火焰高，不管多少，捐出的就是爱心。妻子的话让沈峰颇为感慨。 </font>
</p><p><font size="3">大难兴邦。这两例捐款例子，说的都是社会底层人，一是乞丐，一是平民。国殇当头，不管穷人富人，人人以这样的方式手掬一捧烛光，一瓣心香，为深陷黑暗的生命照亮，为仍在等待营救的同胞祈福。每一条赈灾热线，都连向灾区；每一个捐款账号，都成爱心密码；每一项捐赠款物，都表达守望相助。以香港为例，香港研究协会的一项最新调查显示，91%受访者表示会为汶川捐款，仅3%的表示不会捐；90%受访者支持香港政府在地震翌日拨款3亿元救灾。 </font>
</p><p><font size="3">当下，&quot;大陆富商，为富不仁，捐款太少&quot;成为中国网民的一个热门话题。据悉，大陆富豪榜上排名前10位富豪才总共捐出3250万元。人们认为，社会财富驾驭者的中国企业家们，应为赈灾多捐些钱。捐款理应不分多少，不过，能力越大，责任也越大。其实，让人们应该关注的是赈灾&quot;捐款秀&quot;。过去才3个月的那场特大雪灾，不少企业、富豪都公开捐款，但实际到位的究竟有多少呢？</font></p>

<p><font size="3">2月2日晚上，湖南湘潭广电中心一楼演播大厅，一场名为&quot;2008湘潭之恋&quot;的赈灾晚会上，企业家们举的数额牌，早已准备妥当，各企业捐款的数目、出场的顺序，事先已确定。晚会高潮时，湘潭许多明星企业纷纷举牌&quot;认捐&quot;，赢得满堂喝彩，现场共募捐1849万元。不过，在晚会过去22天，湘潭市民政局宣布，雪灾款实际到位仅1011万元，尚有800万元未到账。 </font>
</p><p><font size="3">民政局发出&quot;最后通牒&quot;，称以2月29日为大限，公布&quot;爱心老赖&quot;名单，在压力下，一些企业才履行承诺，但到最后未到账的捐款还有265万元。同样的事情在各地都有发生，2月3日湖北省抗雪救灾晚会共接受捐款1.06亿元，但截至3月4日实际到账7000多万元。据悉，这些&quot;老赖&quot;企业吐苦水说，企业经营原本就不好，都是政府部门下指令给压力，被逼做慈善捐款秀。 </font>
</p><p><font size="3">那么，3个月后的今天，为汶川捐款，会不会又是一场秀呢？令人更应关注的是，人们的捐款去了哪里，用在哪里。难怪有人说：捐得再多自己都不心疼，就怕捐款到不了灾民手里。尽管中共包括民政部、财政部、中纪委、审计署、最高检在内的各部委，一再表示要合力保证资金使用的透明度，加强对救灾拨付资金和捐助款物管理、使用情况的检查，严防贪污挪用，但人们还是有理由惦念饱含自己心血的捐款，能否真的成为爱心传递。 </font>
</p><p><font size="3">往年，人们的扶贫捐赠，最终变身政府办公楼、宿舍楼时有所闻，人们的慈善捐款，最终变为一些官员的工资条，一些部门的小金库，也时有揭露。那么，今天有必要建立一个有效的新机制，管理这笔救灾巨资，以社会层层保障监督机制，守护和用好每一元捐款。一个和谐的社会，必然是融入来自国家、社会、公民诸多力量的结果。这10天来的抗震救灾已经表明了这一点，那么守护这笔善款，仅仅由政府担当是不行的，必须由社会与公民参与。 </font>

<p>It will begin with a three-minute silence at 1428 (0628 GMT), exactly a week after the quake struck the south-western Sichuan province. </p>
<p><strong>The Olympic torch relay will also be suspended for three days.</strong> </p>
<p>The number of confirmed <strong>deaths has now risen to 32,477</strong>, but officials say <strong>the final toll may reach 50,000</strong>. More than <strong>220,000 people have been injured</strong>. </p>
<p>Chinese President Hu Jintao has expressed gratitude for the international help with relief efforts following the magnitude 7.9 quake. </p>
<p>&quot;I express heartfelt thanks to the foreign governments and international friends,&quot; Mr Hu was quoted as saying by the state-run Xinhua news agency. </p>
<p>Offers of help in the relief effort from home and abroad have now surpassed $860m (&pound;440m), Chinese officials say. </p>
<p>The first aid supplied by the US has arrived, with an air force plane loaded with tents, lanterns and 15,000 meals landing in Sichuan's provincial capital, Chengdu. </p>

<p>Rescue efforts have resumed in Beichuan, after the city was evacuated amid fears that it could be engulfed by a river bursting its banks. </p>

<p>NYTIME：<strong>Earthquake Opens Gap in Controls on Media</strong></p>
<p>SHANGHAI &mdash; Two and a half hours after a huge <a title="More articles about the Sichuan earthquake." href="http://topics.nytimes.com/top/news/science/topics/earthquakes/sichuan_province_china/index.html?inline=nyt-classifier">earthquake</a> struck Sichuan Province on Monday, <strong>an order went out from the powerful Central Propaganda Department to newspapers throughout China. &ldquo;No media is allowed to send reporters to the disaster zone,&rdquo;</strong> it read, according to Chinese journalists who are familiar with it. （黑粗体就是中宣部禁止新闻记者进入灾区报道）</p>
<p>When the order arrived, many reporters were already waiting at a Shanghai airport for a flight to Sichuan&rsquo;s provincial capital, Chengdu. A few were immediately recalled by their editors, but two reporters from the Shanghai newspaper The Oriental Morning Post, Yu Song and Wang Juliang, boarded a plane anyway. Soon, they were reporting from the heart of the disaster zone.</p>
<p>Their article filled an entire page of the next day&rsquo;s Post, one of the first unofficial accounts of the tragedy by Chinese journalists. It included a graphic description of the scene and pictures of a mourning mother, a rescued child and corpses wrapped in white bunting. The paper further risked offending censors by printing an all-black front page that day, stressing the scale of the catastrophe.</p>
<p>The earthquake has tested this country in many ways, including a death toll that has steadily climbed into the tens of thousands and the logistical nightmare of reaching isolated hamlets in a mountainous region with narrow, treacherous roads. </p>
<p>One of the biggest challenges, though, is to the country&rsquo;s sometimes sophisticated, sometimes heavy-handed propaganda system. China&rsquo;s censors found themselves uncharacteristically hamstrung when they tried to micromanage news coverage of the earthquake, as they do most major news stories in China.</p>
<p>By Wednesday, so many reporters had ignored the government&rsquo;s instructions that the Propaganda Department rescinded its original order, replacing it with another, more realistic one, reflecting its temporary loss of control. &ldquo;Reporters going to the disaster zone must move about with rescue teams,&rdquo; it said, giving tacit, retroactive approval to freer coverage.</p>
<p>One reporter from The Oriental Morning Post, who spoke on the condition that he not be identified because the workings of the propaganda system are often treated as state secrets, described the widespread defiance as &ldquo;stepping beyond the boundaries collectively.&rdquo;</p>
<p>He described with pride the proliferation of articles that had suddenly appeared, adding, &ldquo;clearly they were not just from Xinhua,&rdquo; China&rsquo;s official news agency, which under propaganda rules generally has a monopoly on firsthand reporting of major breaking news events.</p>
<p>Another Shanghai reporter, who arrived early on the scene and also spoke on condition of anonymity, described his trepidation at having violated the censors&rsquo; orders. He initially asked his editors to keep his byline off his dispatch. &ldquo;I was afraid they would track me down,&rdquo; he said. &ldquo;But then I found it was fine, not just me, a lot of reporters were actually doing the same thing. Everybody was free to move and free to write whatever they could.&rdquo;</p>
<p>China&rsquo;s censors operate in secret. Their orders are issued verbally to senior editors at thousands of newspapers, Web sites and television outlets so that there is no written record of their mandates, editors say. The Propaganda Department does not have a public address or phone number and does not answer queries about its operations.</p>
<p>A handful of publications consistently skirt the edges of censorship on delicate topics, like land disputes, environmental problems and corruption. But editors who regularly defy the letter or the spirit of propaganda guidance are punished, replaced or sometimes prosecuted. </p>
<p>Coverage of major accidents, epidemic diseases and natural disasters has long been a source of contention. Editors and some officials have argued publicly that overly restrictive propaganda controls can result in deaths if people remain uninformed about risks.</p>
<p>Even so, efforts have been made in recent years to restrict the leeway the news media have to report on major events viewed as having the potential to &ldquo;disrupt social order,&rdquo; reporters and editors say.</p>
<p>When China&rsquo;s worst railroad accident in a decade occurred last month, killing 72 people, propaganda officials jumped in quickly, barring reporters from all but the central government&rsquo;s tightly controlled main news organs from providing original reporting. With few exceptions, Chinese newspapers limply complied.</p>
<p>Similarly, during a prolonged storm that buried much of usually clement southern China in snow and ice last winter, the country&rsquo;s news media were slow to pick up on the scale of the crisis and initially provided little aggressive reporting from swaths of the countryside that were essentially paralyzed.</p>
<p>But there have been antecedents to last week&rsquo;s blush of independent reporting. The clearest example of defiance in the face of clear orders from the Propaganda Department may have occurred during the Tiananmen Square protests of 1989. Many Chinese news organizations, including the leading state television outlets, reported freely on those student demonstrations until they were crushed by Chinese troops and strict censorship was restored.</p>
<p>If last week&rsquo;s events and those of 1989 have little in common politically, they do share a deep and wide claim on people&rsquo;s attentions and emotions throughout China. An editor with the Shanghai Media Group, a television company, conveyed the intensity of interest in earthquake news in terms of viewership, saying interest levels were too high to heed orders from above to discourage frontline reporting. </p>
<p>&ldquo;This is about China,&rdquo; said Shi Hong, the coordinator of the network&rsquo;s news program on the earthquake. &ldquo;Our rating right now is at four. That&rsquo;s not doubling the usual rate, it&rsquo;s 400 percent of the norm. The executives have instructed us to go deep into the frontline and send back vivid images of Shanghai people participating in the damage relief up there.&rdquo;</p>
<p>For all of this aggressive reporting, nearly all of China&rsquo;s news coverage has shied from exploring politically delicate questions related to the earthquake, such as the widespread collapse of school buildings, preferring to stick instead to the safer story lines of heroic rescues and human tragedy. </p>
<p>&ldquo;So many criticisms that one can see online have not been reflected in the mainstream media, such as why the air force was activated so late and why foreign rescue teams were not allowed in earlier,&rdquo; said Li Datong, former editor of the weekly newspaper Freezing Point, who was removed for his outspokenness. </p>
<p>Gu Zexu, a commentator in Guangzhou, who wrote a column in the newspaper Xin Kuai Bao urging the opening of the country to foreign aid teams, said there had been no real breakthrough by the Chinese media in the current crisis.</p>
<p>&ldquo;You still cannot have criticism in the opinion pages, but you can advise,&rdquo; Mr. Gu said. &ldquo;How you phrase things also matters. You touch upon something and leave it, or you must make circumlocutions.&rdquo; The media have been faster and more efficient in this crisis than in many others, &ldquo;but there has been no big difference in content,&rdquo; he said. </p>
<p>Indeed by midweek perhaps the most prominent story line had become a celebration of the prime minister, <a title="More articles about Wen Jiabao." href="http://topics.nytimes.com/top/reference/timestopics/people/w/wen_jiabao/index.html?inline=nyt-per">Wen Jiabao</a>, who moved many Chinese with his shows of sympathy for the victims throughout the crisis, spending long hours traveling in the quake zone and listening to the stories of some of those who had been hardest hit.</p>
<p>Although it has been consistently pro-government, the coverage of Mr. Wen may have broken new ground, when online messages from someone who seemed to be a news reporter covering the prime minister&rsquo;s relief work made their way from the Internet into a newspaper, the Guangzhou Daily. </p>
<p>Information about China&rsquo;s leaders, including seemingly trivial details, is traditionally the most tightly controlled news of all. The Guangzhou Daily report said Mr. Wen had hurt himself in a fall and was bleeding, but refused medical assistance.</p>
<p>&ldquo;The premier is shouting into the phone,&rdquo; the reporter&rsquo;s account of a conversation between Mr. Wen and army generals said: &ldquo;&nbsp;&lsquo;I don&rsquo;t care how you do it. I just want those 100,000 people out of danger. That is an order.&rsquo;&nbsp;&rdquo; </p>

<p>NYTIME：<strong>Hopes Fading in Search for Survivors of China Quake</strong> </p>
<p>BEICHUAN, China &mdash; On television,<strong> the miraculous survivor stories have begun to fade, replaced by reruns of dramatic rescues. </strong>A man who endured 148 hours buried in Yingxiu was rescued and celebrated on Sunday. Elsewhere, three other people beat the odds, although one of them later died in the hospital. </p>
<p>But in towns and hamlets across Sichuan Province, where thousands remain missing, an air of hopelessness began to set in. The search for survivors was scaled back in many places and rescue workers began the task of burying the dead.</p>
<p>In Beijing, officials announced a three-day mourning period during which the <a title="More articles about the Olympic torch." href="http://topics.nytimes.com/top/reference/timestopics/subjects/o/olympic_games_2008/olympic_torch/index.html?inline=nyt-classifier">Olympic torch</a> relay, which has been traveling throughout China, will be suspended. </p>
<p>Nearly a week after an enormous <a title="More articles about the Sichuan earthquake." href="http://topics.nytimes.com/top/news/science/topics/earthquakes/sichuan_province_china/index.html?inline=nyt-classifier">earthquake</a> devastated much of north central Sichuan province, officials raised the death toll to 32,476, and said at least 10,000 others were still buried and presumed dead. At least 220,000 others were injured by last Monday&rsquo;s quake. Authorities said they were taking measures to prevent the spread of disease through contaminated water.\.</p>
<p>In one bit of good news, the threat of flooding in the town of Beichuan, which is in one of the hardest-hit counties, appeared to recede Sunday. On Saturday, a choked river threatened the town and rescue workers had to suspend their work, but they were able to return Sunday and resume their search for victims. It was unclear if the survivors who fled the town on Saturday had returned in any significant numbers, and the streets of the town were mostly empty.</p>
<p><strong>But fears of flooding elsewhere remained. Officials warned that heavy rain forecast for early in the week could weaken some of the 391 reservoirs that dot the region and threaten thousands of people downstream. <p>A large aftershock, followed by a pounding rain, brought added misery early Sunday to Sichuan province, but sun and heat arrived with daybreak. While the good weather was welcomed, the warmth also gave rise to the unmistakable stench of death. </p>
<p>In several towns, workers cremated bodies, or piled nameless victims into mass graves, sprinkling them with lime. Families lit incense and wept in front of collapsed buildings. In several towns, emergency workers with fire hoses could be seen soaking the wreckage with disinfectant.</p>
<p>Also on Sunday, officials from the China Seismological Bureau revised the earthquake&rsquo;s magnitude to 8.0 from 7.9. According to the <a title="More articles about United States Geological Survey" href="http://topics.nytimes.com/top/reference/timestopics/organizations/u/united_states_geological_survey/index.html?inline=nyt-org">United States Geological Survey</a>, earthquakes of that magnitude are rare, occurring on average once a year. </p>
<p>Overall, officials said that more than 21,000 people had been saved from the rubble, including 63 on Saturday, according to Xinhua, the official news agency. More than 200,000 people have been evacuated from the quake zone, the news agency said. In an indication of the challenges to come, government officials said they were providing 4.8 million people with temporary shelter. </p>
<p>With 10 million people in need of food, Prime Minister <a title="More articles about Wen Jiabao." href="http://topics.nytimes.com/top/reference/timestopics/people/w/wen_jiabao/index.html?inline=nyt-per">Wen Jiabao</a> announced that Beijing would give quake survivors $1.40 a day for at least three months. </p>
<p>The State Council called for a three-day mourning period, starting Monday, during which the torch relay would be suspended. The statement, published by Xinhua, asked the public to observe three minutes of silence on Monday. Flags across the country will be flown at half mast, something often associated with the death of Chinese political leaders. </p>
<p>The decision follows a flood of Internet traffic in recent days that has called on the government to make a significant gesture to mark China&rsquo;s greatest natural disaster since 1976, when an earthquake wiped out the city of Tangshan, killing at least 240,000.</p>
<p>Across the steep folds of northern Sichuan, workers continued clearing avalanches that have left thousands of people cut off from assistance. Roads to Beichuan and Wenchuan, as well a half-dozen villages, were opened over the weekend, allowing caravans of supply trucks to begin rolling in. </p>
<p>Beichuan, which once had a population of more than 100,000, was still teeming with rescue workers and soldiers for much of Sunday, but began to empty out by late afternoon. At the rubble of the People&rsquo;s Hospital, a crew of Chinese and Japanese rescue workers used devices to probe the mounds of concrete. </p>
<p>More than 200 search-and-rescue experts from neighboring countries have begun working alongside Chinese soldiers and emergency workers throughout the province. Russia delivered three planeloads of supplies on Saturday, and the United States flew in 15,000 ready-to-eat meals, 655 tents and 2,600 lanterns. </p>
<p>But a group of British recovery experts was denied entry visas on Sunday after waiting for four days in Hong Kong. Chinese officials told the 10-member International Rescue Corps that it was worried about their safety, said Julie Ryan, a spokeswoman for the group. &ldquo;There is so much we could have done,&rdquo; she said.</p>
